Cheryl Marten, 58, has been homeless in Madison for 18 months. She is the night closing manager for a fast-food restaurant and a custodian for a large retailer. Despite working more than 50 hours a week between the two part-time jobs, she said landlords have rejected her because she doesn't earn enough money and lacks a rental history. Divorced, she lived many years with her adult children, so her name has not been on a lease for decades.
