State officials issued a second set of alleged violations Tuesday against a manure processing plant that spilled more than 400,000 gallons of animal waste when pipes burst on three occasions since November.

When this section of 6-inch PVC pipe broke on Nov. 24, about 380,000 gallons of manure spilled from the Clear Horizons biodigester near Waunakee. Jim Ditter, CEO of the facility's parent company, has said he is focused on fixing problems and he hasn't tried to find out why a more durable flexible pipe section wasn't used.
Consultants who investigated manure spills at a Dane County biodigester said this 2010 photo shows no evidence that soil under pipelines was properly compacted. Shifting soil broke a pipe that then spilled 380,000 gallons of manure, consultants said.
The state lists nearly 90 violations involving excessive emissions of acid-rain causing sulfur compounds and toxic formaldehyde.
Documents disclose more previous spills, shutdowns and ongoing failures in reducing phosphorus that causes rank-smelling growths in lakes.
The Department of Natural Resources referred violations to the Department of Justice.
