Four developers are offering elaborate new proposals for Judge Doyle Square, including one that moves Exact Sciences’ headquarters into as much as 357,000 square feet of office space in the massive redevelopment south of Capitol Square.

Judge Doyle Square timeline
Through May 29: Preliminary analysis of responses by city negotiating team.
June 1-July 31: Board of Estimates review and recommendations.
August: City Council action chooses developer.
September-December: Negotiations with chosen developer.
December-January 2016: Development team selected for Blocks 88 and 105 project.
2016: Execution of development agreements, approval of parking ramp design. Project construction begins.
What the city was looking for
In its latest request for developer proposals, the city set requirements including:
- An "urban mixed-use" hotel to serve Monona Terrace with nationally recognized convention brand offering many full-service hotel attributes without the cost. Minimum of 250 rooms, with as large a room block as possible for the convention center. High-quality, reasonably priced restaurant in or next to the hotel.
- Keeping the Madison Municipal Building in civic use.
- The city building, owning and operating public parking and bicycle facilities, and building additional parking for the rest of the development and leasing it to the developer. The air rights above parking must be purchased or leased at fair market value.
- Options for 70,000 to 140,000 square feet of additional city office space or another future use.
- Tax increment financing (TIF) for the project can be used only for parking.

Hotel rooms: Two mid-priced hotels, each with 150 rooms
Housing: 200 apartments
Office space: 45,000 square feet for government use
Features: 973 parking spaces. Park/outdoor event space on Pinckney Street

Doyle Square Development
Who: Urban Land Interests of Madison and North Central Group of Middleton
Cost: None given.
Hotel rooms: 257 rooms under two Marriott brands
Housing: 108 apartments
Office space: 197,000 square feet
Features: 12,645 square feet of retail space on Pinckney Street, 1,302 parking spaces on five underground levels
Public cost: $48 million for parking
JDS Development
Who: The Hammes Co. of Madison and Majestic Realty of Los Angeles
Cost: $186.4 million to $203.2 million
Hotel rooms: 210 to 250, plus restaurant and retail
Housing: None
Office space: 357,000 square feet for Exact Sciences Corp.
Features: 65,500 square feet for food hall, wellness center, conference center, broadcast studio/digital media center, 1,410 to 1,540 parking spaces.
Public support: $55.6 million to $65.5 million for parking and other public elements
Vermilion Development
Who: Vermilion Development of Chicago
Cost: $189.5 million
Hotel rooms: 282 rooms with Marriott branding, plus restaurant
Housing: 93 apartments
Office space: 94,000 square feet
Features: 18,000 square feet of meeting space, 13,500 square feet of retail space on Pinckney Street, 1,055 parking spaces
Public support: $52.2 million for parking
