Facing a massive backlash, Gov. Scott Walker retreated Wednesday from a proposal to wipe out the language at the foundation of the Wisconsin Idea.
The Madison School District needs to close a budget gap of at least $12.2 million.
The Madison School Board discussed the 2015-16 budget Monday.
Schools will see a $127 million cut in 2016, and then see an increase of revenues of $142 million in 2017.
The cuts include about 110 positions, about 72 percent of which come from staffing based at schools.
The two-year spending plan is more than $68 billion.
Walker also calls to stop using Smarter Balanced exams, which students are scheduled to take next month.
