Sen. Scott Fitzgerald, R-Juneau, also expects reform of the state's elections agency, which he said will be controversial.
The first-term GOP governor leads Burke 46-45 percent among registered voters.
The Marquette Law School Poll will be in the field one more time before the Nov. 4 election.
